I have my TV show rips all encoded to x.264 .mp4 using Handbrake for cross compatibility between my iPod Touch, iTunes (for metadata and future Apple TV), Android phones, and WMC. I would like to do the same for my movies, but the lack of being able to skip chapters is preventing me from doing so....

Have you tried Haali Media Splitter? I use it along with a registry edit to allow Media Center to play .mkv files natively.
It's not to play MP4/M4v, WMC does that natively. However, it won't let you ffwd or skip chapters; you can only do the 30 skip ahead.

Hmmm interesting, I know Media Browser pulled metadata for my DVD rips but since converting them to DVR-MS haven't seen any metadata pulled down for those - maybe I need to check my config settings in MB...

I need to view a video file from a security camera. The file extension is .264. It will not play in VLC or any other media player. I tried changing the extension to .mpg, mp4 and mkv but nothing works. Any ideas how to view this or convert it?

Easiest and cheapest is shark codec, uninstall bing toolbar, go into the settings in admin and go to audio and set it on the right to pass throughh all of the hd formats. If youre x64 youll need to go into the lav settings and check off all of the dts formats.
At that point all formats will work...

Maybe convert to h.264 wtv (assuming you are recording mpeg-2 streams)?
You will lose quality whenever you convert between codecs but h.264 is a good trade off, you'll need to try a few bitrates to find a balance you're happy with.
