Sometimes, it sure seems like it. Take the Starter Replacement in a Northstar (Cadillac) Engine for example. Why did they build the engine around the starter? Makes you wonder what the engineers were thinking at the time. I can just hear them now. "There's only going to be 5 people that ever have to change it."
