I am looking into upgrading my PC that records TV using W7 WMC.
The recorded files are transferred to my Synology NAS at the end of recording.
I play them back using multiple W7 PC's (no problem with major networks).
I read somewhere that wtv files recorded with W8 are not playable using W7.
Is this true? If so then one cannot mix W7 WMC & w8 WMC machines?

As long as the recordings are not copy protected you should be fine. You didn't mention what kind of tuner you are using.

The tuner used is the SiliconDust HDHomeRun PRIME triple tuner connected to my Gigabit network.

The tuner doesn't matter. It has no bearing on the file format, any more than the brand of keyboard you're using has any bearing on the Word file format.
Where did you hear that files recorded under Win8 are not playable using Win7? I've never heard that. WMC hasn't changed at all between the two.
WMC prior to Win7 used to record to a different file format, but that's a different story.
