It doesn't say it so this is me being pessimistic; but, educated guessing from historical reference and a little common sense reasoning suggests that even if the app becomes a reality, you still need an xbox gold membership to use it.

I'm sure it will, I know the MB3 team has been wanting to get on as many platforms as possible and the XB1 would be a great addition. Its just a matter of time if PLEX can do it I am sure the MB team will too.
