Windows 7 Media Center crashes when trying to setup library

I hardly ever used my Windows 7 Media Center, but decide to here recently when I got my Google Chromecast, in hopes that I can uses both some how together. But when I went in to setup my library of media files, it keeps crashing and makes a report, but I don't know what programs can open tmp.hdmp crash files so that I can see whats causing the crash. After researching Goggle about this file type alot of suggestion is Microsoft Visual Basic 2008 should work, but I cant find it for download. Even microsoft own download site points to VB powerpoint presentation of it. Can I get some help some how, without having to go to Geek Squad and pay out the butt?
