ok here i go..

i have a ceton echo extender and 2 windows 7 pcs right now

and say i get the new ceton infinitv 6 eth

1- can i watch tv via the echo without a pc being on

and

2 - now, say i want to record something im watching on the echo, how does it know what pc to send the recording to? is there a setting that you can tell it where to send any recordings to? and if it can be set, if that pc is off, can that pc be waken up and shut down once recording is finished on its own without user input?

No

The Extender extends the PC - it is always paired with exactly one PC.
