Can the Ceton Echo play video from a portable hard drive if connected through the USB port of the Echo?

My experience with trying resulted in the echo crashing when a drive was connected. So I would say not at this time, maybe sometime in the future.

That USB port is for an RF keyboard or IR MCE remote, not a HDD. The echo can only recognized drives that are in the media library of the HTPC to which it is paired.

Maybe under android that will change.
