WinTV-DCR 2650 takes 5 min to initialize after cold boot

I am currently running WMC7 and a WinTV-DCR 2650.
Everything works good but one issue.If I start my HTPC from a cold boot my tuner will not kick in for about 5mins or so.All I get is this:
Viewing or listening conflict
No tuner to satisfy the current request.
After that its fine.

Now if I put it to sleep mode then wake it,the tuner kicks right in no problems,only on a system start.
What do I need to do to fix this issue?

Have you tried using a different USB port for the tuner? or disconnecting all other USB devices as a test?

I have tried other USB ports,but didnt think to unplug all others since the only other item being used is a keyboard w/touchpad.I'll try it.
