After all these years, I can still learn new things about WMC. I'm working on a WMC package for Win10/Win11 and am going to be updating some resources in the ehres.dll file around TV Setup. I found an easy way to allow you to agree to the Program Guide Terms of Service, as well as avoid getting stuck on the Download Updates page if it is presented.
All you have to do is tell WMC you don't have an internet connection. Go to settings->Windows Media Center Setup->Set Up Internet Connection and tell it you do not have an "always on" internet connection. You can then agree to the ToS and WMC will not try to download any updates. Simple as that.

Note to everyone on this.
I also found out that the above needs to be done prior to performing TV Setup for every WMC session. If you close WMC, then reopen and start TV Setup, it will "reenable" internet connections and you can get stuck on the download updates page again. Performing multiple TV Setups in the same WMC session is fine.

Don't give me too much credit. I'm just going to be taking 8.8.5 (which works quite well in Win10/11), and modify a few things. I'll be updating the default satellites resource, make the default tuner limit 32 rather than 4 so don't need to worry about that. I'll be removing some buttons that are useless since they will try to reach the MS servers and fail. Things like that.
It will still have the same vulnerabilities that any major Windows update could remove WMC and it will have to be reinstalled.
