I've not seen this actual problem myself but a few people have reported it on a fresh installation. Unfortunately, we don't ever seem to hear what the resolution was.
I have a couple of thoughts on the matter.
Firstly, the later versions of Windows 10 seem a lot more memory hungry than previous versions. For example, I have a couple of old PC's that can't take more than 4GB RAM and they worked acceptably well on 1909 but are virtually unusable on 2004 and even worse on 20h2.
There also seems to have been changes made to some of the drivers and a number of older devices that I have in those PCs won't work properly any more (if at all).
Subjectively, there seems to be a lot more disk activity on those PCs with recent versions than before as well. Maybe paging to disk?
Lastly, the systems seem to take much longer to settle down and to finish installing all the new features (bloatware) that MS seem to install nowadays.
Maybe it is a combination of all these things?

Upgraded a Windows 10 install with a working WIndows Media Center to 2020H2. Tried all of the misc tools such as ResetSettings.cmd from 8.8.5 and fix* from WMC-V13_x64 and nothing worked.
The only thing that worked was uninstall/reinstall.
This computer didn't have a schedule or any recordings setup so it was OK to just wipe it and reinstall.

I tried the modified command, but it installed WMC, but WMC does not open. Running Win10 Pro x64 Version 20H2, Build 19042.844

Yes, just got it working a few minutes ago. Installed the 8.84 Twice. Downloaded 8.85, attempted to install ( Knew it would not because it was already installed.) Then used the uninstaller for 8.8.5, right as it completed i imported the quick fix reg key, and then ran blue installer after waiting a few minutes, and voila it ran. Cant remember if I right clicked run as admin once it was installed. But it runs.
