Tuner woes

I ran into a problem today and was wondering if someone had a clue.
I have a ceton pci-e card and a hd homerun(network connected). I have the HD Homerun as the priority tuners for network television. Today I disconnected the coax cable for the HD Homerun by accident. All of my local network channels stopped working. Then they worked sporadically. Some like Fox and CBS didn't work at all(No TV Signal error).

My question is why did it act this way? I thought Media Center will go to the next tuner if the first one fails, yet this was not the case. What am I missing here?

The tuner was still there, the signal to it was what was gone. If you had unplugged the HDHR, MCE would have seen it as a device failure. Media Center cant judge the signal quality from the HDHR since it's really a driver trick to make it look like a local tuner when it's really a network streamer.
