Cannot connect to PC from Android device

Cannot connect to PC from Android device

I have port forwarding set up,and tested ok from the configuration app on the windows 7 pc.
When I pick the device I want to connect to from my android phone app, and click it, it goes to an error "Unable to connect to PC."

What are the most common causes of this problem?
