For anyone interested or those who may run into the same issue, I was able to drill down and determine the issue is more than likely my E4200v1 router. I am running DDWRT but I didn't have the same issue when I tried with a E1500 and WNR3500L with DDWRT firmware. My workaround was to pair the echo and PC on one of those other routers, then move it over to my E4200 router in production. This issue only effects the pairing process, once paired I'm able to move it over to my production network with the E4200 and successfully use the Echo without issues.
Unfortunately I don't have the time to restore the E4200 router to the stock firmware to test. So I can't say for sure if its the software or hardware that is the cause.
