What does "Channel List Not Available" mean?

It seems that the first 5-10 minutes after the W7/64 pro wakes up from away mode that if you put in a channel # into the Ceton Diag tool (InfiniTV 4 PCI) that we get something like Tuning Channel failed signal level weak or channel list not available.

What does Channel list not available really mean? From where?

Normally in 5-10 minutes this clears up but if WMC wakes the system it normally does not clear in time an there doesn't record.

Is there a way to have W7 wake up sooner or how do we resolve the problem?????
