8.1: Context menu (right-click) for Start button not working

Same behavior on 2 Windows 8.1 PCs that I upgraded via the app store. If I right-click on the new "Start" button I see the context menu but when I select one of the menu items (like Control Panel) nothing happens. "Run" is the only command that seems to respond/work. Did something this major slip through the cracks?

It seems to be a bug with programs that have added extensions to the Windows Shell context menu. I disabled all 3rd-party shell extensions and then re-enabled them and now it is working ok.
