Purchase it on the Amazon App Store and then make sure the Amazon App Store is installed on the non Kindle devices. Make sure every device is signed into the same account on the Amazon App Store and you will have only had to purchase it once.
If any of the devices are iOS or Windows Phone - then yes, those will need to be purchased again.
