Blackout rules are set by the leagues and teams involved in each game.

It's most likely MLB who decided to start blacking out games streamed online.

I'm surprised they haven't always been blacked out since MLB.com sells online streaming subscriptions.

The game was also on one of the Fox Sports channels. Since they own the local rights to the game, they can require the game to be blacked out online. If it had only been on ESPN (and not also on the Fox Sports channel), then it would have been online. Sometimes college football games will also be blacked out if they are on a local channel. That stinks when games are on CSS which only Comcast subscribers can get. Those of us who don't have Comcast get stuck with the online blackout.
