Well it took me 8 years to figure this out so I thought I would share with everyone.
I use the Logitech Harmony 650 remotes in my living room PC and Xbox 360 extenders. On the Xbox there is a page up and page down button in the Harmony remote and I am able to use it when browsing the WMC guide/EPG.
In the living room HTPC I've never been able to figure out the page up/page down command until last week by accident. If you open up the guide and then hit channel up or channel down button, the guide will perform a page up or page down command! Can't believe it took me 8 years to figure out. Happy cable carding...

There is a previous channel hotkey out there somewhere too I think. I never can remember it but if someone sits on the remote just right, it changes to the last channel.

If you're a Harmony and MCE User, consider adding the "Microsoft MCE Keyboard" to the devices in your Harmony interface. This will give you the ability to map any keyboard command to any remote key (i.e. directly assign the Page Up/Page Down commands) as you want.
The Microsoft MCE Keyboard device is the (very) old IR-based MCE keyboard. The same IR receiver used for most of the MCE remotes should be able to receive commands from the keyboard, and your Harmony remote can send those commands if you add the device.
