I apologize for the late response, I no longer experience this error any longer. There were many changes since I last posted (relocating the WMC PC and network equipment). I'm not sure if the issue resolved itself or something I had done to fix this issue.
Since the last time I posted I performed the following changes all at once because of the move I wasn't able to troubleshoot the channel.
ONT ->(1FT COAX) 2-way COAX splitter -> (2x 3FT COAX) 2x HDHomeRun Prime -> (1FT Ethernet) Network Switch -> (.5FT Ethernet) Router
- Re-crimped the COAX cables to be shorter length
- HDHomeRun Prime ethernet cable is shorter length
- Upgraded 120GB SSD to 500GB SSD in the WMC PC [Recordings go on the SSD, then a script runs to move the recording to the HDD]
- Changed router
Since the issue is no longer reproducible I'm not sure if the debugging will be of any benefit. Since there were so many changes it's hard to say if the issue fixed itself from Verizon's end or one of the above fixed it.
I'll try and look for the video codec sometime this week when time allows.

Replacing Splitters didn't work
Replacing Power Supply Didn't Work
Hoping to get Frontier out here tomorrow, but not looking good.
Ordered a InfiniTV6 ETH. Should be here tomorrow.
Getting a script error in allcetonsignals at line 305 with a permission denied error. (just disabled UAC, will try again)..
