Add Missing Channels option missing

So, when I was using WMC W7 I was able to tune all DVB-T stations but when I moved on to W10 8.8.5 and reinstalled I have three channels missing. The option in Settings > TV > Settings > Guide > Add Missing Channel is missing so I cannot manually add. I have tried everything else, rescanning several times, deleting all channels and rescanning, another tuner, etc.
