I want to be able to locally store videos I create and be able to allow people watch them via the web. I will be loading videos that were created by a user whom I would like to also share certain privileges with remotely.

I have been using WMC to do the recording storing and indexing.
WMC server as the middleman
And emby server as the broadcaster.
My entire WMC collection, pictures music recorded TV and movies are available over LAN or WAN. The big feature is live TV is also streamed anywhere I want, and plays on all my devices, including phones and tablets. I watch my Live TV (and everything else) from anywhere I am.
This setup was tested in several cities in North America, and as far away as Thailand.
My home base internet connection upload speed was increased from the basic 5 Mbps to 30 Mbps. 30 Mbps allows 2 HD streams simultaneously. Each stream is about 11 Mbps for LIVE TV. So if you want 5 users watching live TV at the same time you would need 55 Mbps upload.
As far as Hardware goes I am using a Phenom quad core with 8 Megs of RAM. Network connections router, switch, nic, are all GIG
Permissions for any of the 5 users can be adjusted and customized in the Emby server
So there's a little starting point for you..... research WMC server and emby server.
TeamViewer software might be worth a look also.
