So if you are updating from Windows 8 to 8.1 I would recommend first uninstalling MMC services before upgrading and re-installing after.

If you have already updated and get "Unable to launch "Ceton Otay" simply uninstall and then re-install and it should be all fixed up.

I just went through this at home.
