Same problem.
Tried to uninstall and reinstall on a newly installed PC with WMC.
I get the following error during installation:
Failed to save changes to XML file
C:\WINDOWS\ehome\ehexthost.exe.config. system
error: -2147024891
If I click the Ignore button, the installation seems to complet, but I get the Otay error when WMC is started.

Same issue here. Uninstall/reinstall does not fix the issue. No choice but to uninstall MMC until this is fixed.

I have the same issue - I have been watching with hopes a fix would show up. I guess using my media center still isn't an option with 8.1.

I upgraded from 8.0 Pro to 8.1 Pro yesterday, uninstalled both the Ceton client side and My Media Center, re-installed them both, and things went fine. I had the hiccup of my ITV6 ETH being dropped from six tuners to four, but then ran the Ceton diag, reran the TV setup, and was back to six. I re-installed My Media Center, and it works fine for me. The only really sad thing is that somewhere along the way all my scheduled series recordings were lost. I'm sure that was the the WMC side of the upgrade that lost it, but it sure was frustrating for me. That's life in the big city.
Now, having said MMC re-installed, I do have a major problem with the iPhone app: I can't see the TV guide. Everything downloaded on the PC, the guide is there and usable in WMC, but there is some problem somewhere because the iPhone app has no guide displayed. It tries to load, but nothing comes back, and I have an empty grid. I have no idea what to do about that part of the equation.

Is there any good answer to using Otay with Windows 8.1 yet. I bought the iPad app and set up MyMediaCenter about 2 days before upgrading? to 8.1 and since then no set of drivers has allowed me to connect.
