Media Center will not enable my ceton tuner card

My Hard drive failed, and had to install a new hard drive with Window7, However Media Center does not have the Digital Cable Advisor in Extras. So Media Center thinks the computer is not digital cable ready., Can some one give me hand with getting medai center into the digital cable ready,to enable the tuners?

Copy/paste the applicable link (x86 or x64) into your browser and download the MSI file. Then, run the MSI file to install the Digital Cable Advisor.

I don't know why it doesn't work when you just click on the link.

Copy the applicable URL, paste it into a new browser window. This is how it worked for me in Chrome.

Then, Chrome will prompt you to download the file.

After you download the appropriate file (x86 or x64)... install it.

If all else fails reinstall Windows 7. Install SP1. Install tuner drivers. Run media center tuner setup.
